A federal tribunal has closed Fidel Kuri Grajales’ attempt to undo the desafiliacion of Veracruz through an amparo, confirming the dismissal of the case he brought against the FMF.
The ruling was issued on Friday, November 6, 2026, by the Segundo Tribunal Colegiado en Materia Civil del Septimo Circuito, according to XEU Deportes. It leaves the 2019 decision that removed Veracruz from professional soccer fully in force.
What the Tribunal Decided
The tribunal resolved the amparo en revision 543/2025 and confirmed the sobreseimiento, the dismissal, of Kuri’s amparo 733/2023.
The suit challenged the agreements of the FMF General Assembly of December 3 and 4, 2019, the meetings at which Veracruz was disaffiliated.
A district judge in Veracruz had already dismissed the case on September 29, 2023, holding that the federation’s decisions, as Kuri challenged them, were not acts of authority that an amparo can reach.
The collegiate tribunal has now upheld that dismissal. The file had been assigned in January 2026 to its president, magistrate Josue Rodolfo Beristain Cruz.
What the Ruling Closes
The amparo was Kuri’s constitutional route against the desafiliacion. With the dismissal confirmed, that route is closed and the 2019 assembly agreements stand.
Veracruz has now been out of professional soccer for almost seven years. This ruling opens no path back by itself.
The Separate Claim Worth 120 Million Dollars
The ruling arrived days after Kuri announced a different fight. On November 3, 2026, he said he is preparing a lawsuit of about 120 million dollars against Ricardo Salinas Pliego and Arrendadora Azteca.
He alleges personal, economic and patrimonial damages. That claim is independent of the amparo, and this ruling does not decide it.
One Public Disagreement
Journalist Ignacio “Fantasma” Suarez argued on X that the dismissal does not affect Kuri’s other proceedings.
The FMF has not commented publicly on the ruling. This account is based on XEU Deportes’ report, corroborated by Estadio Deportes, Acropolis and lado.mx; the court document itself has not been published alongside the reporting.
