United need these type of world class players and if he came, he would bring goals and effort, two things United need. If this transfer happened, I would give it a 10 out of 10 as far as helping the squad improve.
Right now, it is hard to say for certain if this move would happen. A lot of what happens this summer depends on the man in charge at United. If United hire Van Gaal, then it is certain that United would not sell Van Persie, which would question where Cavani fits in.
I can see Cavani coming to United but I expect Rooney to stay at the club. I cannot see United having Cavani, Rooney, and Van Persie all at the club. I give this transfer only a 20 percent chance as of now, because Van Gaal seems set to get the job and he will favor Van Persie over anyone, including Cavani.
